Good for them. You'd get even more such voluntary action if the cost of water was higher. I'm not sure it needs to be higher in WA (again I don't know as much about that states water prices and policies), but there certainly are a lot of people in this country that get subsidized or price controlled water, esp. for agricultural use.

Agricultural users are favored over other users in CA. However, the San Joaquin Valley is a major provider of fruits and vegetables to the US and the world. So what would you rather have.....a water subsidy for farmers or higher prices for produce?
