My sense is that SEPR has been forced to a "hold" strategy instead of a "gain" strategy for now, spending just enough to try to keep the trend. I also got a sense they are trying what they can to get to see the phase 2s before making a major decision. When a company has a lot of promotions, the company can always find a way to play with the reserves to make or not make a number. For 08, I think they are trying to take advantage of the current beating and forecast a conservative line. The thought is if something big blows up, they are in the outhouse but if everything stays pretty much the same, they will beat the 08 projection.
