US lawmaker calls for auctioning of most US carbon allowances

A Democrat on the US House of Representatives Energy and Commerce
Committee told carbon market experts Tuesday that the majority of carbon
dioxide allowances should be auctioned under a US cap-and-trade program to
raise money for clean energy technology development.

Representative Jay Inslee, Democrat-Washington, made his comments in a
keynote speech to attendees of the Carbon Market Insights conference, hosted
by Point Carbon, which lasts through Wednesday.

"An auction is imperative," Inslee said. Inslee is lobbying his fellow
lawmakers to auction "as much as possible as soon as possible."

Pressed by an attendee concern that an auction is akin to a carbon tax,
Inslee said he "might call it a royalty payment." Forcing companies to buy
allowances could be viewed as similar to energy or mineral exploration fees.

"If a mining company comes into your state and takes the gold, they have
to pay," Inslee said. "My view is that the sky is a community resource." When
companies emit CO2 into the atmosphere, "they are using up a scare resource
and they ought to pay for it," he said.

The revenue from selling allowances to companies, which could generate
billions of dollars per year, should be "plowed into [research and
development] for clean energy technology."
