"get rid of the tort lawyers and you will bring the costs down"

I will readily agree to give up my right to sue any and all of my healthcare providers if the insurance company will roll premiums back a few years.

But it has to happen in this order:

(1) insurance company rolls back premiums; then
(2) I surrender my right to sue

I will not settle for:

(1) I surrender my right to sue; then
(2) I trust the insurance company when it says it will roll back premiums, and not hike them 50% the very next year.

Because I am not a fool. If I am going to give something up, I want to be certain that I am receiving something in exchange that is equal in value to what I am giving up.
