Good reason for a national plan... take the wacky NY legislature out of it.

And put the wacky congress in its place.

Besides presumably anyone in NY wanting over the national lowest common denominator service would probably have to deal with all the extra cost requirements put in place by the NY legislature anyway.

I think 50% co-pays up to say $500 would be adequate to discourage frivolous use.

I think his point was beyond just discouraging the most frivolous uses, but to make the system something that insures against risk, rather than something that operates as a pre-payment plan for normal, somewhat predictable, and reasonably low cost medical issues.

*Saw Buffet on TV the other day and he pays 17% in Fed tax; they looked at all his employee returns and they were ~30%.

On his capital gains and dividend income - He owns part of the company, and the company pays over 30% on the profits, than he pays an additional 17% or whatever.

Also some of his income is from tax free investments. If that is so awful than I suppose you could argue for making those illegal, although I don't really think that should be beneficial.
