Considering the capriciousness of many bureaucrats

As an aside, let me comment on the many posts I've seen here that cast aspersions on bureaucrats. I find myself having to do that every now and again. As a retired bureaucrat, let me point out that the bureaucrats don't make the rules. They just implement what Congress legislates. And Congress legislates some of the most screwed up systems imaginable because design by committee never produces anything sleek and beautiful. Blame the bureaucracy or the Congress, but the bureaucrats are as much or more victims in this than the people they serve.
