Well... NEW life anyway, when chromosomes are combined to make a different individual.....

(But it is not 'life from no life', because BOTH egg and sperm cell were alive, never 'dead', and that chain of life traces back in an unbroken thread....)

But the question was more like 'when are the rights of personhood granted?' to a new individual... and societies have answered that particular question many different ways across history and cultures.

Often the legal presumption for the society was informed by the prevailing religious doctrines (for example: when does the soul enter the body?)

Many religions have answered that question differently... and some have answered it differently at different times. As I mentioned: for around 80% of the recorded history of Christianity it was official doctrine that 'ensoulment' happened at the 'quickening'.

(Many Native American Tribes believed the same, as I believe Hebrew tradition and others did similarly....)
