In those two cases, the media was actively trying to pursue those stories because the "opportune times" for breaking those stories were at hand.

LA Times collected up the Gropenator allegations, then sat on them for a few months until just a week before the CA recall election. It was plain and obvious that they wanted to make the biggest impact they could.

As for CBS, they were following the trail blazed by the Democrats as they pursued Bush's record in the National Guard. That's the only reason why the media would bring up something that was already brought up in the 2000 election, i.e. old news. When the "fake but true" memos appeared, CBS ran with it without ensuring their veracity. That would never have happened if CBS wasn't so zealous in trying to "create the news."

This sort of stuff happens all the time, especially when the media is active in trying to sell their news. FOXNews just happens to be so successful because they are openly pursuing an angle that most of the mainstream media chooses not to.
