So... they were all created at once - there will never be any more added, and they are 'warehoused' somewhere, until they are needed for use? (That would imply either that there is an UPWARD LIMIT to the number of inhabitants the entire Universe can ever have - at least, a limit to inhabitants with souls... or that there will always be a 'surplus' of unused souls, some there that will never get used....)
