The Carter administration was very successful in it's goals, which was to bring peace to American foreign policy. Imagine if there were neocons running the country when the Panama Canal treaty expired. They were spoiling for a fight in Panama. By the time their Bush started that war the main prize had already been settled. Otherwise we would have been in for a continuing insurgency there too.
