I have to admit I got this backwards. According to the Census Bureau report:

People were considered "insured" if they were covered by any type of insurance for part or all of the previous calendar year. They were considered "uninsured" if they were not covered by any type of health insurance at any time in that year.

"Many of whom are already qualified for a government program but haven't applied" - Do you have any idea how hard it is to get into a government program?

Presumably you're not now making the argument that government programs don't work. For me, the point is that people already qualified for Medicaid and SCHIP but not enrolled are being counted among the 47 million.
