One question that it has answered though is that we now know that you cannot compel people to buy insurance. Give it some time. They may find an effective stick. We can't say yet that there is none because the state hasn't had time to digest the problem and come up with an alternate plan B. Just because it wasn't immediately effective doesn't mean that they can't and won't strengthen the "incentive."
