We have the same thing here in Seattle and surrounding areas....People drive way too fast (i.e. 75+ in a 60mph) and follow only a car length or two behind the one in front of them, whip in and out of traffic on both sides like a dervish You'd feel right at home in the DC area, same car culture. Probably the impatient Type_A+Caffeine combo in both. In Seattle I catch myself grinning, thinking: "No ya don't, pal - I know that move". The CA pileup surprises me though. I always have to gear way down stylewise in the Bay area and in San Diego too.
