I am aware of it's existence. I am aware that it caps pensions and that many people who were counting on their pensions take significant "haircuts" when they are dumped on the feds. Those people suffer from a huge loss of potential income. How much do they need to be reduced before you call it pennies on the dollar? Perhaps I should have used "dimes on the dollar" instead.
