It's my understanding that Google is not going to make a cell phone. They are going to offer an open source OS for cell phone companies to load into the phones.

They are definitely going to offer a mobile phone OS, but it is way too early to say that they wont offer their own handset. They avoided multiple questions on their own plans by saying that they think that the Android OS would be the perfect platform for a gPhone. They also stated that they dont preannounce products. I dont know Google's management very well, so I cant say if this was just their normal way of answering questions....but at the very least, they left the door open for the gPhone.

Of course, Apple sells the phone itself, so they too could use the OS.

I dont think that will ever happen. The iPhone runs a version of OS X and Apple isnt likely to abandon that anytime soon.
