You seem to be changing the topic away from 'form of government - Theocracy', over to something about 'aggressive'.... (Aggressive what? Aggressive as a society? Aggressive nations?)

If you wanted to look at military aggression... there you might be faced with the hard to dismiss fact of which nations have been involved in the MOST WARS over the past century or so... and which involved or sponsoring fewer.

Or, perhaps you meant to exclude from your examination of 'aggressive' all examples of nation-to-nation war... and perhaps look at the over-all levels of violence in certain societies? (I suspect you might be surprised with those results as well - often the more 'traditional societies' have lower levels of violence then prevail in the so-called 'freer societies'....)

In any event though... such would be different topics then 'Theocracy as a form of government'.
