(Not really much difference from the point-of-view of the parent who's kids are blown up in the market... although I'll grant that the IRA many times tried to give 'warnings' in advance about bombs... they didn't always, nor was it always in sufficient time to evacuate people. Same with the Basques or Tamil Tigers.)
