Not if they are UNIX system administrators, like myself.

FYI, NIS is a SUN product standing for Network Information Services. They also have an NIS+, which is more recent and more complicated. Basically, you can keep a lot of information in a few places instead of on everybody's workstation i.e. administratively it is a lot less work in large installations.
DCE is a generic UNIX ( a product endorsed by OSF, the Open Software Foundation ) product. Where I work, we are gradually moving away from NIS to DCE. DCE ( Distributed Computing Environment ) has better security features than NIS and as I mentioned, will work on all (well, most) UNIX boxes.
