I can make all sorts of what if scenarios where the costs of programs that I support or at least don't oppose are not included and the one's I don't like or think should be smaller are included.

But there is no real point in doing that, except maybe a rhetorical one, and there probably isn't even much rhetorical advantage in such a plan.

In the end spending is spending. If a program spends a ton, it doesn't spend one penny less because it has some tax associated with it.

Also the issue I was addressing was not military spending but spending in the wars in Iraq and Afghanistan. Even without those wars we would be spending a lot of money on the military.
