Not exactly. The villages were originally located for reasons of food supply, with later changes and consolidation for access to missionaries, traders, and government services. Infrastructure was gradually built up, and really accelerated during the post WWII era.

The villages tend to be land-rich but cash-poor. They often already have suitable land for a new location, or land that can be readily traded to the state/federal government for suitable building land. The problem is cash for the move, and ongoing life in the face of steeply rising energy prices.
