It is termed discretionary and non-discretionary for a purpose. That seems to elude you.

The (so called) non discretionary spending will become discretionary one day. On the day this country faces the abyss like never before. There will be a lot of people who will be broke and broken. The victims of the FDR / LBJ Pyramid scheme gone bust.

The measures that could be taken today are painless in comparison to the steps that will have to be taken on the day the country is broke.
