The dollar has been going down since incompetent GWB took over. It has been going down a lot longer than that. But Bush understood that he shouldn't stand in the way of a falling dollar, very little has been done to prevent it from falling. Before there were efforts to stop this with trade, but only ends up with a falling dollar and money lost in trade.
