It shouldn't matter, there's not even any privity of contract between purchaser and appraiser, why should purchaser have to look to appraiser for remedy?

If I buy a Picasso from you based on your representation that it is an authentic Picasso, and it turns out you relied on a doofus appraiser that can't tell a Picasso from a hole in the ground, am I expected to sue the appraiser or you?
