it can simply have the SSA tax revenue go to the treasury, then move it back to the SSA to "pay off the debt"... Alternatively congress could dedicate part of the income tax to the SSA...

"Can", "could", blah, blah, blah. You are just making ridiculous stuff up to support a bad argument.

Anyway we came a long way from a question you wouldn't answer...

"What if you take out the programs that have their own dedicated tax, and so are self-funded (in fact funded in surplus)? Then what's the percent of military spending?"
