And they said, ‘No,' " Giuliani said outside the Dubuque County courthouse. The former mayor is pushing for a federal law that would bar states from providing licenses to illegal residents. Gov. Spitzer is attempting to issue such IDs in New York, despite a firestorm of opposition. The GOP candidate pounced on the issue after Clinton - during a Democratic presidential debate last week - gave conflicting answers. She has since said that she supports the Spitzer plan, and that the licensing question should be left up to the states.
