They don't really have gasoline shortages, they have state-controlled gasoline prices, at absurdly low levels. When governments force things to be too cheap, the Zimbabwe situation results - nothing is for sale, or very little.

If Iran would leave markets to set prices, the shortage would disappear in an hour.

With big profits, capital would flood in for refinery construction. Also, methane can be converted to methanol and vehicles can run on methanol just fine [in Otto cycle mode, or in fuel cell variation]. Methanol can also be converted to gasoline using the Synthetic Petrol process run by Mobil at Motunui, New Zealand for several years.
