Bush’s approval rating has consistently been below 40 percent for more than a year.

And consistently higher then the Democratic controlled congress.

The Dems have been in partial control of Congress for just a year working with a dysfunctional, discordant, difficult GOP. There is no comparison. Your desperation shows.
