Nope. Not subjugated, not conquered by many meanings of the word, not occupies in the sense of being the occupying power. Well the military occupies in the sense of being at, and taking up space in, a location, but that definition isn't very meaningful in this context, and isn't what is normally referred to as a military occupation.
