Neeka: It's obviously a matter of choice whether you place your hand on your heart when the National Anthem is being played. I know I always place my hand on my heart when it's being played/sung at places like baseball games, football games. And so do most people around me. Obama is perfectly within his rights not to do so.

UW: You got it right for yourself and wrong for Obama.


Not that I particularly want to support Obama in this, because I believe it is appropriate for everyone, and particularly a presidential candidate to place hand on heart during the national anthem, but...

Where the word "shall" is used in a statute, it translates into "must."

Where the word "should" is used, it denotes "may"

§171. Conduct during playing

During rendition of the national anthem when the flag is displayed, all present except those in uniform should stand at attention facing the flag with the right hand over the heart. Men not in uniform should remove their headdress with their right hand and hold it at the left shoulder, the hand being over the heart. Persons in uniform should render the military salute at the first note of the anthem and retain this position until the last note. When the flag is not displayed, those present should face toward the music and act in the same manner they would if the flag were displayed there.
