in any case, in the mean time - invasion was a fact - occupation generally happens after invasion, as long as the invading troops stayed on - puppet regime is alway available and set forth once occupation is underway, and the fact that puppets can issue invitation to invaders is taken as a matter of course and for granted - subjugation fails whenever insurgents get organized to drive out invaders
