Ted it was all over the place. "Bush doesn't spend enough on education", "Bush doesn't care", "Bush slashing programs" (when it turns out that the "slash" is a small decrease in the rate of a planned increase).

You even did it yourself, or at least linked to and quoted other people making such statements.
