Iraq, the country that had invaded Kuwait, planned an assassination of Bush Sr., and took shots at our aircraft (much more often than just the two occasions when Libya tangled with Navy jets) was legitimately considered more of a threat.


Their military never recovered from the Kuwait adventure, the assassination story is probably false, they may have taken shots at our aircraft but never hit one, and the sanctions left them broke and bereft. One of the weaker countries in the world.

Oil was an issue, but it was Saudi and Kuwaiti oil being so close to Iraq that was the issue. Iraqi oil was not a significant issue public or otherwise.

Naive.
