It was really just a ballpark number I got from one of the alternate energy websites awhile back. It would be really tricky to do a real precise computation because of the way the government plays games with its numbers.
One would have to go over the Defense Dept budget item by item. Then determine whether the expenditure was directly related to protecting or gaining access to crude oil and natural gas.

Wharfy may have seen the original source for that too. If I find it, will post.
