US net petroleum imports are 12.4 million barrels a day. So the $50 increase per barrel since 2003, means the bill increased by around $20 billion a month.

I think it's relevant to consider oil imports separately, since we are consuming so much more per capita than other developed countries. For example, our gasoline per capita consumption is six times that in Europe. I think if we adopt stringent conservation measures as well as European style gasoline taxes, we will be able to cut our gasoline consumption by half (still three times more per capita than Europe).
