As I understand it, the 'real' reason nobody has attempted to do anything about the AMT is "pay-go" (pay as you go). That is, there's a Senate rule (or maybe in the House?) that requires any new programs or changes to existing programs, to be paid for by either a new tax or a reduction is spending elsewhere.

As I think about it, it must be a House rule, since all tax and spending bills must originate in the House of Representatives.
