There are primarily two variables:

1. Heredity (predisposition to certain diseases)
2. Life style (diet, exercise,and behavior)

Interesting that you should acknowledge that given that neither of them is about the quality of the medicine, which is the factor that needs to be measured.

Health care expenditures are spent to improve health and the best measurement and most exact measure for that is in longevity.

No, it's precisely not the most exact measure, as you just acknowledged. It's bogus.
