Probably the best solution is to line up poor and middle class folks on the runway aprons behind billionaires' jets as they take off for the tropics during the winter months. That way the poor get a brief respite from the chill and the ultra rich get the cockles of their hearts warmed. The millions saved by having the poor shut down their heating systems during cold snaps could add up to substantial savings. Other creative ideas.... Eliminate ambulance service in poor, high crime urban areas. Restrict poor to riding bikes, buses or hitchhiking.
