I am talking about gasoline consumption, not oil consumption. Oil is used in industrial production and you can't easily conserve, if you have a lot of manufacturing. European GDP is less services and more manufacturing than US GDP. Most European oil is used in industry and utilities.

Yes Black Swan pointed out my error in regards to oil vs gasolines consumption. I wonder if they are including diesel in the motor gasoline figures? (which is much more common in Europe than the US for personal vehicles..)

Per this site 68% of the oil consumed in the US is for transportation:

eia.doe.gov

I am sure the figures are less for Europe but I would be surprised if transportation only accounted for 27.5% of the oil consumption. (The figure I come up with given your information and the site I posted...)
