That's a great idea John. You could require the states to tax vehicles based on their published mileage figures at sale and yearly registration time. Say 30 mpg is the standard and all passenger vehicles below that pay an extra $100 per mpg below 30. All passenger vehicles above 30 get free registration. Light trucks are considered passenger vehicles, so no help for SUVs, pickups, etc.

Vehicles that got 30 mpg or higher would sell like hotcakes, vehicles that didn't would be dropped like hot potatoes. Our gasoline appetite would decrease accordingly.
