Here's an idea, Brazil could invent their own thing. If they don't like the USA's invention, then they shouldn't use it.

I'm sure you know the history, but the USA invented the internet as a defence against the depredations of evil-doing foreigners. It is a puzzle to me why they would want to hand their vastly successful creation over to said enemies who are bent on their destruction.

I guess Brazil also thinks the GPS system should be handed over to Brazilians to control.

The Europeans don't like the USA having control of GPS so they are building their own system, Galileo. I see it has China, Israel and others backing it now. en.wikipedia.org

Brazil could invent a new, improved, cyberspace if they like. They don't need to take over the USA system.
