I see health care policy and regulation as driven by the interests of providers. I think that Americans make extravagant use of medical procedures with high costs and low benefits.

"Policy and regulation" are driven by the "interests of providers"? Sounds sort of cool, but, imo, unrelated to reality.

As for "extravagant" procedures.... OK, lets have a show of hands -- who would like to be denied a cardiac cath when you may be having a heart attack?
