NYTimes editorial today says that even US generals view surge as temporary and not successful in the sense that the iraqi govt has done little to solve the political issues. So the surge will end, perhaps things stay peaceful for awhile after that and then a return to a higher level of violence?/ Thats why now is the time for us to start the one year process to get out. Lets let them know we are going to leave to motivate them to resolve at least some of this issues to prevent resurgent civil war. And since the problem is squarely with the newly empowered shiaa, we should continue our work with sunnis and kurds and perhaps create a sunni arab/iraqi kurd federal state independent for the most part from shiaastan. There is a window here to apply pressure to shiaa leadership to keep iraq as a multi-ethnic, multi-religious/sect state. Give the shiaa a chance to do this as we leave but as fallback go two-state or three if necessary.
