For sure - that why the Saudis were so panicked about Iran and Venezuela's statements at the last OPEC meeting. These folks need time to convert THESE:

treasury.gov

Into things not dollar denominated. Like RE, corporations like AMD, etc. They'll still be stuck with some bucks, but why not take as small a hit as possible?

Japan and China are the elephants in the room. Other than us, they're the ones with the most exposure.

We're like a giant deadbeat borrower and the rest of the world is the bank that just can't allow us to go bankrupt because we owe them too much money. But, there's a limit to everything.
