As long doing by private enterprises is OK. Left in the hands of government it won't work. Solution is privatization.

You use you pay. You don't use, you don't pay.

If you pay taxes and government plan to build everyione wants the "best". If you use and you pay a toll comensurate to the quality of the public good, you will go slow in your demand.
