You tell me. The liberals on this thread are convinced that it was a Democrat idea and that Al Gore ran on that in 2000.

The obvious answer here is that both parties favor the status quo. The SS "surplus" continues to be counted as part of the general revenues. Eight years of Clinton hasn't changed that, eight years of Bush won't change it, and no one in Congress wants to change it, either.

I asked Alghieri which candidate is in favor of eliminating the SS "surpluses" as part of the budget (then later asked him which one is in favor of the SS "lockbox.") Both times, I didn't get anything more meaningful than "Clinton got there" and "The GOP wants to kill SS."
