I don't think that's right. In 2006 NIH funded $2.933B domestic HIV/AIDS research plus $350M international research. That's a total of $3.283B out of a $28.4B budget (11.55%), leaving $25.117B for everything else. These numbers are in Table 1 of this Kaiser Family Foundation HIV/AIDS Fact Sheet:
