That's exactly what it is --- (though it's ALSO welfare for our enemies like Iran and the Saudis... who certainly don't need it, and 'bakesh' for our no-bid contractors) --- however it is VERY INEFFICIENTLY and INEFFECTIVELY APPLIED.
