They should not wander without supervision. I live in a similar place and I do let my 3 cats wander outside - but I am aware of where they are and they only wander to my neighbor's and back. Fortunately she really likes them and they feel they have a second home. But if need be, I would bring them indoors permanently.

They come when I call them.
