Among the NGMN objectives:

A new IPR regime must be developed to support the licensing of NGMN technology in a manner which leads to much greater transparency and predictability of the cost of IPR for operators, infrastructure providers, and device manufacturers

which is potentially close to what Jeffrey sees: The more impacting issue with LTE is the proposed cumulative royalty cap

But LTE will be backed up by and convergent with 3G networks, so can 4+% hold?
According to slide 74, all the licensees minus three are in 'til 2017.
