Hm, sounds like a retconning attempt.

As it turns out, if you google Reagan and the Shah, you find out that Reagan was a huge supporter of the Shah. And Reagan at least seemed to be trying to undermine Iran when he was president, although there was the little issue of him selling them arms...

So it is not even clear that Ted was wrong.
